Cares Act Reporting

The Coronavirus Aid, Relief and Economic Security (CARES) Act was passed by Congress to provide economic relief from COVID-19. One of the sections established the Higher Education Emergency Relief Fund (HEERF) to help students and higher education institutions alleviate the expenses related to the disruption of campus operations due to the pandemic.

  1. Lincoln University has signed and returned to the U.S. Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act, under section 314(a)(1) of the CRRSA Act, and under section 2003 of the ARP Act to provide Emergency Financial Aid Grants to students.

  2. Pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students under Section 18004(a)(1) of the CARES Act, Lincoln University has received $155,054 (representing 50% of the total formula allocation of $310,107) in June 2020.

    Pursuant to section 314(a)(1) of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Lincoln University has received a second grant of $155,054 in January 2021.

    Pursuant to section 2003 of the American Rescue Plan (ARP) Act of 2021. Lincoln University has received a third grant of $301,234 in May 2021.

  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of June 30, 2021 is $155,054; under section 314(a)(1) of the CRRSA Act, 2021 as of September 30, 2021 is $155,054, and under section 2003 of the American Rescue Plan (ARP) Act of 2021 as of September 30, 2021 is $301,234.

  4. The estimated total number of Lincoln University students eligible to participate in the student financial aid programs under Section 484 of the Higher Education Act of 1965, as amended, and thus are eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act in September 2021 is one hundred and ten (110).

  5. The total cumulative number of students who have received an Emergency Financial Aid Grant to Students under Section 18004(a)(1) of the CARES Act (or HEERF I); under section 314(a)(1) of the CRRSA Act (or HEERF II); and under section 2003 of the American Rescue Plan (ARP) Act of 2021 (or HEERF III) is 385, including students who have received more than 1 round of funding.

  6. Eligible students who receive the Emergency Financial Aid Grants are identified based on their financial aid applications for an award up to $3,150 for expenses based on need assessment related to the cost of attendance. Students must be able to produce documentation of expenses incurred, if requested.

  7. The instructions, directions, or guidance and the method(s) used by Lincoln University to determine the amount of financial aid grants under Section 18004(a)(1) of the CARES Act, under section 314(a)(1) of the CRRSA, and section 2003 of the ARP Act to be awarded to each applicant is updated and posted here.
